Hello everyone!
Chongqing Gangli Environmental Protection Co., Ltd., entrusted by the project developer, is conducting an assessment of the relocation and reconstruction project for the intelligent production line of automotive rubber and plastic vibration-damping components at Chongqing Jialong Sealing Components Co., Ltd. (hereinafter referred to as…). “ This project ” ) Conduct an environmental impact assessment. In accordance with the relevant provisions of the Environmental Impact Assessment Law of the People’s Republic of China and the Interim Measures for Public Participation in Environmental Impact Assessment, we hereby make public the basic details of this project and solicit broad input from members of the public who may be affected by the project, stakeholders, experts, and organizations, with the aim of preventing, mitigating, or eliminating any adverse environmental impacts arising during the project’s operation.

Construction Site: Airport East Road, Shuangfengqiao Subdistrict, Yubei District 11 Number
Construction Content and Scale: This project involves relocating the existing plant from the Lianglu Private Industrial Park in Yubei District, Chongqing, to Airport East Road in Shuangfengqiao Subdistrict, Yubei District. 11 Number. This project involves relocating an existing production line and upgrading its outdated process steps with advanced technologies, thereby establishing an intelligent rubber‑mixing production line. The project also encompasses the existing production equipment and inspection devices. 130 The equipment is being relocated, and new production and inspection equipment has been added. 20 A large number of machine tools and production jigs and fixtures; following the relocation, the entire plant is equipped with production and inspection equipment. 150 A variety of tooling sets and production jigs and fixtures. During relocation, the original site’s production capacity will be retained. 3350 Ten thousand pieces (sets) / year, and added new production capacity 300 Ten thousand pieces (sets) / Upon completion, this project will collectively achieve an annual production capacity of automotive rubber and plastic vibration-damping components. 3650 A production capacity of ten thousand units.

3 , The procedures and main tasks of environmental assessment
( 1 ) Environmental Impact Assessment Procedures
In accordance with China’s environmental impact assessment requirements, the procedures for conducting an environmental impact assessment for construction projects are as follows:
After accepting the commission from the project proponent to conduct an environmental impact assessment, the assessment agency prepares an assessment work plan in accordance with the relevant requirements. It then publicly discloses, through media channels, basic information about the project, as well as the contact details of both the project proponent and the assessment agency, thereby ensuring that the local public, stakeholders, and relevant organizations are informed about the project. This approach facilitates open communication between the public and the project team, enabling both the proponent and the assessment agency to promptly take into account public feedback and recommendations. Subsequently, based on a survey of the current environmental conditions in the project area and the project’s engineering design, the assessment agency identifies the principal environmental issues from an environmental protection perspective, following engineering analysis and identification of potential impacts. Thereafter, in compliance with applicable national environmental protection laws, regulations, and technical standards for environmental impact assessment, the agency conducts on-site investigations and monitors the existing environmental quality. Combining these findings with local environmental carrying capacity and pollutant‑total‑control targets, it prepares a draft environmental impact assessment report. The draft report is submitted to the project proponent for review, after which the proponent makes available the complete engineering design documentation and the full text of the environmental impact assessment report to the public, soliciting their views and suggestions on environmental protection measures. The assessment agency and the proponent incorporate reasonable and feasible public input into the project design, with the aim of minimizing adverse impacts on the ecological environment and environmental quality.
( 2 ) Environmental Impact Assessment Work Plan
Environmental impact assessment is generally conducted in three phases: the analysis of the project’s basic information and the baseline survey phase; the preparation of the environmental impact report phase; and the review and approval of the environmental impact report phase.
The work plan for the project’s engineering analysis and environmental baseline assessment phase is as follows: first, gain an understanding of the basic details of the project construction and identify the principal environmental issues; then, conduct a site‑specific baseline survey within the project area and collect relevant data on social, economic, and environmental protection aspects; subsequently, perform an initial assessment of the environmental quality in the project area; and, during this period, complete public notification and other procedures to ensure meaningful public participation in the project.
Environmental Impact Assessment Report Preparation Phase: During this phase, based on the collected information regarding the project’s basic details, the current environmental conditions in the project area, and preliminary public feedback on the project scope, a draft of the environmental impact assessment will be prepared. Subsequently, the assessment findings will be publicly disclosed for a second time to the affected local communities and other stakeholders with an interest in the project. Relevant comments and suggestions will be solicited through the distribution of questionnaires, and feasible, well-founded recommendations will be incorporated into the project design. Finally, the completed environmental impact assessment report will be finalized.
Environmental Impact Report Review Stage: During this stage, the project proponent shall publicly post the draft Environmental Impact Report in its entirety online, submit the EIA report to the Yubei District Bureau of Ecology and Environment for review, and ultimately obtain the approval document issued by the bureau.
4 , Methods for Public Feedback
As of this public notice, 10 Within a working day, members of the public who are directly or indirectly affected—whether adversely or favorably—by the project, such as local residents and businesses in the vicinity, as well as relevant experts, organizations, and individuals with an interest in the project’s development.
On the basis of a thorough understanding of the project’s general circumstances and the preliminary environmental protection measures implemented during construction, members of the public may obtain further information from the project proponent or the environmental impact assessment agency via the website, telephone, fax, or other means. They are also invited to complete the Public Opinion Form on the Environmental Impact Assessment for this construction project, thereby providing feedback and suggestions on the project’s environmental protection measures.

Raw Material Storage: Solid and liquid reagents, as well as chemical reagents with differing chemical properties or incompatible fire‑extinguishing methods, shall be stored in separate cabinets. Hazardous materials must be segregated by hazard class and stored in designated toxic‑substance cabinets, which shall meet the requirements of being airtight, robust, well‑ventilated, and dry.

In this project, the vulcanization process employs different molds depending on product size and type (with or without a reinforcing skeleton). Since products cured in different molds vary in weight, the enterprise is unable to estimate the vulcanization output per batch. Accordingly, for the purposes of this assessment, the production takt time has been calculated based on the rubber‑mixing capacity of the compounding workshop.
